2018: Gender Developments and Events in Perspective

 
-  Results of WMO performance in implementation of the UN-SWAP (UN System-Wide Plan on Gender Equality and Empowerment of Women). WMO is pleased to have gone from 25% meeting/exceeding the requirements in 2012 to 73% in 2017, which is above the UN average. The UN-SWAP is an accountability framework to accelerate mainstreaming of gender equality and the empowerment of women in all
institutional functions of the entities of the UN system. It requires annual reporting on 15 commonly agreed performance indicators. 
 
-  A Toolkit on Gender-Responsive Assemblies was developed as part of the International Gender Champions Initiative and launched at a side event at the UN General Assembly in September 2018. WMO features prominently in the publication. The Toolkit articulates the common denominators that can be applied before, during and after an assembly. It highlights actual best practices and lessons learned to help achieve immediate, consistent, and measurable progress on the road to parity and gender responsiveness. 
 
-  Fiftieth Greater Horn of Africa Climate Outlook Forum (GHACOF-50), 27-28 August 2018, Kigali, Rwanda. For the first time ever, the GHACOF was dedicated to exploring the gendered impacts of climate and to devising regional mitigation strategies. Under the theme of “Promoting Gender Sensitive Weather and Climate Services,” the Forum brought together climate information providers and users from key socio-economic sectors, governmental and non-governmental organizations, decision-makers, climate scientists, and civil society stakeholders. 
 
 Women's Agrometeorology Leadership Workshop (14-15 April 2018, Incheon, Republic of Korea). The event took place on the margins of CAgM-17. Remarkably, a 16% increase in women representation was registered at the session. The proportion of female delegates soared from 21 percent at the latest session in 2012 to 37 percent at CAgM-17 in 2018. Also, CAgM-17 selected its Management Group which, for the first time, is more than 50% female. This was the third such workshop organized on the margins of a WMO technical commission session. 

The IPCC Task Group on Gender was established in March 2018 to develop a framework of goals and actions to improve gender balance and address gender-related issues within the IPCC. The Group has about 50 members and continues receiving nominations. Based on the responses of IPCC focal points, authors (past and present) and observer organizations to a questionnaire, the Group will prepare a report for the 49th IPCC session on a framework of goals and actions. The Group has established an e-forum to exchange ideas and enhance dialogue. Its first meeting took place in early October 2018 during IPCC-48 in Incheon, Republic of Korea.
 
-  Session on "The Gender Dimension in National Meteorological and Hydrological Services," Regional Conference of Regional Association III (South America), 20 November 2018, Santiago, Chile. The half-day session will focus on approaches to advancing gender equality and inclusive leadership in the work of the Association and NMHSs. Following an interactive talk by an inclusion and diversity expert, the session will feature a panel discussion with the participation of PRs from the region. Its last part will be dedicated to the development of an action plan on advancing gender equality in RA III. The session will constitute the the first gender event at a WMO regional association meeting. 
 
-  Regional Association I (Africa) Women's Leadership Workshop, 16-17 February 2019, Cairo. The workshop is targeted at female delegates participating in the Seventeenth Regional Technical Conference, the Fourth African Conference for Meteorology (AMCOMET-4) and the Seventeenth Session of RA I (RA I-17). Its curriculum is oriented towards building a set of practical leadership skills, with a focus on communications, negotiations, and consensus-building. It is intended as an interactive and dynamic training event, with time allocated for feedback, sharing lessons learned and insights.
