Prior to his appointment as Director of Cabinet and External Relations, Mr Masters served as the Director of WMO Development and Regional Activities Department from 2008-2016.
Before joining WMO, he worked 25 years with the United States National Oceanic and Atmospheric Administration (NOAA) holding several positions, including Presidential Management Fellow, Chief, Satellite Activities Branch and Chief, National Weather Service International Activities Office. Early in his career, he worked with NASA and the US House of Representatives Science Committee. He has degrees in Public Policy, Public Affairs (International Development and Management) and studied Law at the University of Paris.
Mr Masters was born in 1955, is married and has seven children.
