
The Secretary General, Mr Michel Jarraud and the entire staff of the World Meteorological Organization learnt with great sorrow the death of Mr Mohamed Boulama which occurred in Abuja, Nigeria on 2 December 2012. The burial took place in Niamey, Niger on 4 December 2012
After his studies in Canada from 1981 to 1994, where he qualified as an engineer in Meteorology, Mr Boulama provided his expertise to his country Niger, where he was the Director of the national Meteorology and Permanent Representative of Niger with WMO. In this capacity he played an important role in the planning and implementation of national, regional and international meteorology and hydrology.
Mr Boulama has served WMO for nearly twenty years. He first joined the Organization as an officer in the Regional Office for Africa in Bujumbura, Burundi. From 1997, with a great spirit of innovation and initiative, Mr Boulama led the first sub-regional office of WMO as Representative for North Africa, West Africa and Central Africa in Lagos, and then in Abuja, Nigeria, the post he held until the time of his death.
Throughout his career, Mr Boulama was a model public servant who has served his country, Africa and WMO with selflessness dedication. In particular, he played a determinant role in the launching and implementation of national and regional programmes, among others; to the creation of the AGRHYMET Regional Centre and the ACMAD Centre; to the promotion of the HYDRONIGER Programme and the Meteorological programme of CEDEAO.
Mr Boulama was humble and extremely kind, his long illness notwithstanding. He was very well regarded in his home country and extremely appreciated by his colleagues in the WMO Secretariat as well as the meteorological and hydrological community in Africa.
WMO was represented at the funeral by Mr Datius Rutashobya from the WMO Secretariat in Geneva and Mr Muhammed Ishiaku from the WMO sub-regional office for North Africa, West Africa and Central Africa in Abuja. Later, Mr Kaliba Konare from the WMO Secretariat extended WMO condolences from the Secretary General to Mr Boulama’s family and national authorities in Niger.
The Secretary General and all the staff of the World Meteorological Organization extend deepest condolences to Mrs Boulama and children, the Permanent Representative of Niger with WMO as well as to all parents, relatives and friends. We will all miss him. May his soul rest in peace.
