Flash floods are among the most dangerous of all natural hazards. They are hydrometeorological phenomena with enough power to change the course of rivers, bury houses in mud, and sweep away or destroy whatever is in their path in a very short time after the observable causative event, and that is why they present a forecast challenge.

A global initiative to improve early warnings of flash floods – one of the deadliest natural hazards _ has advanced in South Asia, just as the region is hit by unusually heavy monsoon rains and floods. The India Meteorological Department (IMD), Regional Center of South Asia Flash Flood Guidance System, conducted an online training from 8 to 10 July 2020 for 130 forecasters from Bhutan, Bangladesh, India, Nepal and Sri Lanka.

Unusually heavy monsoon rainfall and flooding is affecting India and neighbouring South Asian countries, as well as China and Japan. This has caused major disruption, displacement and loss of life, and once again highlighted the importance of national meteorological and hydrological services in protecting public safety.

Coastal inundation occurs along vulnerable coastlines. The combination of storm surges – typically from tropical cyclones or extratropical storms – and waves, with riverine flooding at various tidal states regularly leads to major loss of life. At least 2.6 million people are estimated to have drowned due to coastal inundation caused by storm surges over the last 200 years (Dilley et al., 2005).

The Volta River Basin covers a region of about 400 000 km2 with a population of approximately 29 million. The Volta Basin runs through the semi-arid to sub-humid areas of six countries: Benin, Burkina Faso, Côte d’Ivoire, Ghana, Mali and Togo. The Basin is highly vulnerable to meteorological and hydrological events. Baseline socio-economic issues in the region are today exacerbated by considerable changes in the climate over recent decades – a reduction in precipitation and temperature increase.

Low-lying islands in the South-west Pacific Ocean are counting the human and economic toll of Severe Tropical Cyclone Harold, which destroyed key infrastructure and highlighted the challenges of disaster and public health management in the COVID-19 era. At its peak, Harold was the equivalent of a Category 5 level hurricane on the Saffir-Simpson scale.
