WIS 2.0: WMO Data Sharing in the 21st Century

The WMO Information System 2.0 (WIS 2.0) is the framework for data sharing in all WMO domains and disciplines. It supports the WMO Unified Data Policy and the WMO Global Basic Observing Network (GBON) and makes international, regional and national data sharing simple, effective and inexpensive. WMO developed WIS 2.0 with the core idea that “no Member should be left behind” and to lower barriers to its adoption. These inspired the principles underpinning the WIS 2.0 technical framework, such as the use of open standards and Web technologies that facilitate the sharing of greater variety and volume of real-time data.

The WMO Commission for Observation, Infrastructure and Information Systems (INFCOM) approved the technical specifications of WIS 2.0 and its implementation plan in October 2022. Immediately after, the new data sharing WIS 2.0 infrastructure started to gradually replace the WMO Global Telecommunication System (GTS). The users of WIS 2.0 will be able to access data in real-time by subscribing to a Global Broker and receiving notifications when new data are available for download from a Global Cache or from the data provider. They will also access data directly through Web APIs (application programming interfaces), connecting their software (or browser) and processing or visualizing the data that is of interest to them.

The open-source “WIS2 in a box” software was develop to support implementation by Least Developed Countries (LDCs) and Small-Island Developing States (SIDS) and is available on request to all Members. Some Members are already familiarized themselves with the software in order to accelerate their implementation of WIS 2.0 (live demonstration can be found at https://demo.wis2box.wis.wmo.int ).

Several Members that have started implementing WIS 2.0 have participated in a demonstration exercise on building the WIS 2.0 infrastructure to share real-time data. The video below explains how WIS 2.0 works and shows the first WIS 2.0 data sharing experiment.
