Matthew became a post-tropical cyclone on Sunday 9 October, after leaving a path of destruction in the Caribbean and the Southeast coast of the United States of America. A major international humanitarian effort was mounted for Haiti, which suffered widespread devastation and hundreds of casualties from winds, flash floods, and storm surges. Matthew hit Haiti as a Category 4 hurricane, with maximum sustained winds of near 145 mph (230 km/h) with higher gusts.

United Nations Secretary-General Ban Ki-moon announced today that the Paris Agreement on climate change signed by world leaders this past April is set to enter into force on 4 November, as enough countries have signed onto the landmark accord to bring it to the emissions threshold that will trigger its implementation. “This is a momentous occasion,” said Mr. Ban as the latest instruments of ratificationratification were accepted in deposit.

The Intergovernmental Panel on Climate Change (IPCC) is holding its 44th Session in Bangkok, Thailand, on 17-20 October 2016. Among other issues, the Panel will consider the outline of the Special Report on impacts of global warming of 1.5°C above pre-industrial levels and related greenhouse gas emission pathways. WMO has welcomed the deal by nearly 200 countries to reduce emissions of powerful greenhouse gases, hydrofluorocarbons (HFCs), in a move which could prevent up to 0.5 degrees Celsius of additional global warming by the end of this century. Meeting in Kigali, Rwanda, governments agreed to an amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer. Under this, developed countries will start to phase down HFCs by 2019. Developing countries will freeze HFC consumption levels in starting in 2024. There will be adequate financing for HFC reduction.
