Years of insecurity have hampered development in Afghanistan, a country that is extremely vulnerable to hydrometeorological hazards. In the period from 1980 to 2015, the country lost nearly 15 000 lives in weather, climate and water related events. The International Disaster Database Centre for research on the Epidemiology of Disasters (CRED) reports that 4 615 of these were due to flash floods and floods, which cost the country an estimated US$ 396 million in economic losses. Associated landslides and avalanches are also a major problem.

ACREI is a US$ 6.8 million project funded by the Adaptation Fund and implemented by the World Meteorological Organization (WMO) in partnership with the Food and Agriculture Organization (FAO) and the Integovernmental Authority on Development (IGAD) Climate Prediction and Applications Centre (ICPAC).

Running until March 2021, the multi-country project will strengthen weather-, climate-, and water-related impact-based decision support services, protecting lives and property in three regions: South East Asia, the Caribbean, and the Pacific. 

In developing and emerging countries, climate data are often of poor quality and do not meet the prerequisites for the provision of climate services for political decision-makers. In Peru and the Andean region, the importance of user-tailored climate services is recognized, but this requires better quality climate observations and more expert meteorologists and climatologists.
