Integrating Flood and Drought Management and Early Warning for Climate Change Adaptation in the Volta Basin (VFDM)

The Volta Flood and Drought Management (VFDM) project has the ambition to provide the first large scale and transboundary implementation of Integrated Flood and Drought Management strategies through the complete chain of End-to-End Early Warning System for Flood Forecasting and Drought Prediction. 

The project will empower the National Meteorological and Hydrological Services (NMHSs) and other competent authorities of the six riparian countries (Benin, Burkina Faso, Cote d’Ivoire, Ghana, Mali and Togo) with robust and innovative solutions for disaster risk reduction and climate change adaptation, including capacity development for nature-based solutions and gender-sensitive participatory approaches.

Objectives

The main objective of the VFDM project is to assist the National Agencies of the six countries in the implementation of coordinated and joint measures to improve their existing flood and drought management strategies and plans at regional, national and local level. This will be achieved by building on the lessons learned from the past as well as on current and ongoing projects related to disaster risk reduction and climate change adaptation.

The VFDM project is aligned with the Adaptation Fund objective to ‘reduce vulnerability and increase adaptive capacity of communities to respond to the impacts of climate change at the local, national and regional levels.’

Structure

The project is structured around three main components: 

Component 1: Develop capacity and established frameworks at the local, national and regional levels to ensure risk informed decision-making

Component 2: Develop concrete adaptation and environmentally friendly actions with an integrated approach

Component 3: Strengthen policy and institutional capacity for integrated flood and drought management at the local, national and trans-boundary levels
