The WMO RA VI Research to Operations eXchange Webinar Series – Multi-Risk Impact-Based Early Warning Systems
The WMO RA VI Research to Operations eXchange webinar series continued on 12 March 2026 with a session dedicated to Multi-Risk Impact-Based Early Warning Systems.
This webinar brought together researchers, operational experts, and city authorities to explore how science can support local decision-making during extreme events such as floods, heatwaves, and forest fires.
Special thanks to our keynote speakers, Ms Erika Roxana Melendez and Mr Xavier Llort (Go Beyond Project / Centre de Recerca Aplicada en Hidrometeorologia - Universitat Politecnica de Catalunya / HYDS), for their insightful presentations on impact-based early warning systems and the practical experiences of operationalizing these tools. We are also grateful to Ms Simone Thiel, Deputy Mayor of the municipality Saarburg-Kell in Rhineland Palatinate, for sharing the city perspective and highlighting the vital role of municipal authorities in translating scientific information into timely protective action.
Key takeaways:
- Co-designed platforms improve early warnings for local authorities.
- Cross-border data sharing enhances preparedness across regions.
- City-level engagement demonstrates how municipal authorities convert science into actionable measures.
Experts from WMO, the European Commission Joint Research Centre (JRC), national meteorological and hydrological services, civil protection agencies, universities, research institutes, and private sector stakeholders contributed to a rich and engaging discussion. Over 70 participants joined, emphasizing the importance of international and cross-institutional collaboration in operationalizing impact-based early warning systems- moving the emphasis from understanding what the hazards will be towards what they will do.
