- Negotiations - Trying to progress work before the looming conclusion of discussions under the Subsidiary Bodies on Saturday, delegates convened in various formats, sometimes adding, sometimes removing brackets in the draft texts. - The Systematic Observation Impact Bond – a pioneering climate finance instrument – is launched today. It will help close the critical gap in weather and climate data in at least 30 Least Developed Countries and Small Island Developing States. Designed to fast-track the mobilization of 200 million US dollars (US$) by end 2026, it will enable countries to act quickly through capital frontloaded by investors, supported by long-term donor commitments. - Migration - Floods, heatwaves, droughts and storms are forcing millions from their homes every year. Most never cross a border; they remain internally displaced yet uprooted all the same. But experts warn that, in the not-so-distant future, entire nations could disappear beneath rising seas or become uninhabitable due to drought. The International Organization for Migration (IOM) pressed negotiators to make climate mobility a core part of adaptation plans. Read UN News article
- Health Day - The Belém Health Action Plan (BHAP) was adopted yesterday by governments, UN agencies, and partners to address healthcare inequalities. It is a new global framework to put health at the heart of climate action. It sets out practical steps for countries to build climate-resilient health systems that can withstand extreme weather and disease outbreaks; mobilise finance and technology to support adaptation and reduce emissions in healthcare; ensure equity and participation, giving communities a voice in decision-making. Earlier this week at COP30
- At a high-level event, the Systematic Observations Financing Facility (SOFF) launched its 2025 Action Report. Governments showcased progress in implementation; funders announced new pledges to the SOFF UN Fund; and European meteorological leaders called for stronger international support. - The Global Status of Multi-Hazard Early Warning Systems 2025 report shows measurable progress: 119 countries (60%) now report having a multi-hazard early warning system. This is a 113% increase in 10 years. However, coverage gaps persist, especially among small island developing states, as only 43% of them reported having systems in place. - A new Extreme Heat Risk Governance Framework and Toolkit was launched on Tuesday to help countries strengthen governance, coordination, and investment in response to escalating heat risks. Read the news - Access the Toolkit
The Systematic Observation Impact Bond will increase internationally shared data five-fold, strengthening the world’s ability to forecast and prepare for extreme weather and climate hazards. Studies show that closing the
data gap could generate USD 5 billion in direct annual benefits and unlock USD160 billion in wider economic gains."
