Costa Rica & Panama Case Studies

The WMO HydroHub took part into the HydroBID Community of Practice Meeting (ECOP) 2023, which aimed at improving the innovation environment related to the implementation of HydroBID models and HydroBID Support Center services for different sectors, as well as promoting dialogue and the exchange of knowledge and best practices among different actors in the region.

On this occasion, the WMO HydroHub presented on its work and activities aiming at strengthening Hydrometeorological Services worldwide. In particular, the WMO HydroHub intervention focused on two case studies: Assessment of the Hydrometeorological Value Chain in Costa Rica and Panama.

Capacity and Needs Assessments (CNAs)

The Capacity and Needs Assessments (CNAs) facilitated by the WMO HydroHub, are carried out to assess institutional, human and technical capacities, gaps and needs of National Meteorological and Hydrological Services (NMHSs), hydrological forecasting institutions, water resources management bodies and Basin Organizations at national and regional levels, as well as to develop a Roadmap for improved service delivery.

The main output of CNAs is the formulation of a national/basin-wide Roadmap for improved hydromet services. Co-developed amongst relevant local partners, with the support of the WMO HydroHub, these Roadmaps include an outline of a potential implementation plan for enhancing hydrological, meteorological and climatological services in the country and/or region.

Case Studies: Costa Rica & Panama

In 2022, the WMO HydroHub in cooperation with the Inter-American Development Bank (IDB), facilitated two Capacity and Needs Assessments (CNAs) in Costa Rica and Panama respectively.
The assessments led to the creation of two Roadmaps, one for each country, aimed at strengthening hydrological services. 

The IDB and the WMO are working together on identifying mechanisms to implement the Roadmaps in the two countries, taking into account a regional approach.
