Julian Baez Benitez

Mr. Baez brings more than 20 years of experience in the management and development of national and international initiatives aimed at strengthening the capacities of National Meteorological and Hydrological Services (NMHSs) across South America. A significant part of his professional career was dedicated to serving as Director of the National Meteorological and Hydrological Service of Paraguay and President of the WMO Regional Association III (South America).

Prior to these leadership roles, he was responsible for the design, operation and maintenance of Paraguay’s hydrometeorological observing network as well as for the management and development of the country's climate database. In parallel, Mr. Baez built a strong academic and scientific career, leading national and international research projects related to climate variability and climate change. He also served as a professor and researcher at the Catholic University of Asunción, Paraguay.

Mr. Baez holds a Master of Science in Energy for Sustainable Development from the Polytechnic University of Catalonia (UPC), Spain, in partnership with the National University of Asunción and the Catholic University of Asunción, Paraguay. He also earned a Bachelor of Science in Meteorology and a Licentiate Degree in Meteorology from the University of Costa Rica.
Throughout his career, Mr. Baez has authored and co-authored numerous scientific publications in the fields of meteorology, climate variability, and climate change.
