Strategic and Implementation Planning for Sustainable Observations
The National Observing Strategy provides the overall strategic framework for implementing WMO Integrated Global Observing System (WIGOS). Its development serves as a guiding framework for National Meteorological and Hydrological Services (NMHSs) and their national and international partners to address the needs of the strategic and implementation planning on the weather and climate application areas over land while simultaneously strengthening their ability to plan investments in systems, science, and people. It also creates opportunities to establish effective partnerships that allow for shared infrastructure and knowledge, while ensuring that observing systems remain robust, sustainable, and environmentally responsible. Based on their National Observing Strategy, Members should develop realistic and achievable National WIGOS Implementation plans to put national WIGOS framework in place towards performing their WIGOS and related operations in a cost-effective and fit-for-purpose manner. The workshop aims to provide a platform for NMHSs and relevant stakeholders to review principles for developing National Observing Strategies and National WIGOS Implementation plans and knowledge sharing, as well as to identify opportunities for innovative and sustainable observing solutions. The workshop is proposed to be organized as a hybrid event with online and in-person participation.
